eChile: A case study in e-government and development

This study provides an analysis of three e-government initiatives in Chile to determine how e-government projects can contribute to the country's stated development goals. Three e-government sectors are identified and considered: G2G, G2C, and G2B. Each project is considered based on its sectoral relationship. Background material useful in understanding the case is presented along social, economic, cultural, and political lines. Then, projects are analyzed based on five variables: institutional capacity; legal framework; technology systems, development, and management; incentives for access and use; and content and services production. An evaluation of the presence of stated development goals, as presented in the Digital Agenda and Electronic Government Agenda (also referred to as E-Government Agenda), in each program follows, along with a summary of each program's ability to contribute to meeting those goals. The study closes with a summary of e-government development in Chile, implications of the same, and suggestions for further research.
