United States Navy civilian personnel and manpower management

The major problem with which this thesis is concerned is to analyze the determination and review of manpower requirements in the Department of the Navy. It is proposed in this thesis to suggest some policies, procedures and administrative mechanisms that can be used in both peacetime and wartime for the determination and review of Navy manpower requirements.
