This paper attempts to study the practices and procedures of the military personnel administration of the United States Coast Guard during World War II, from December 7, 1941 to December 21, 1945, to determine the concept of personnel administration held by the United States Coast Guard. This analysis will be made within a framework of theory, derived from outstanding writers in public administration, as to what constitutes the essential elements of good personnel administration.
