The veto power of the president

The object of the present work is to trace the development and operation of the veto power in the Government of the United States. The work is mainly the result of an examination of the sources. The study is "based on the actual veto messages found in the primary sources listed in the "bibliography on page 198 , and it embraces a consideration of all of the vetoes made during the period from the foundation of the present form of government in 1789 to March 4, 1927. The work in so far as it relates to the vetoes made in the period from 1889 to 1927 has been confined, almost exclusively to a study of the actual veto messages due to the absence of any comprehensive secondary source.
