The underlying assumptions of the 10-point veteran preference program

The major problem under consideration in this study concerns the underlying assumptions which have determined arguments both for and against awarding a 10-point preference in the federal service to certain categories of veterans. Although the emphasis is placed on the nature of the opposing arguments and the assumptions upon which they are based, some consideration is given to actual operation of the program.
