This thesis examines the role played by the arts program of the Japan-United States Friendship Commission in fulfilling the commission's role as defined by the Japan-United States Friendship Act, P.L. 94-118, of providing grants "to promote scholarly, cultural, and artistic activities between Japan and the United States" in order "to enhance reciprocal people-to-people understanding and to support the close friendship and mutuality of interests" that exist between these two countries. The arts program is examined in the context of the commission's other programs and within the broader context of international cultural relations.
