During the 1980's, Colombia, South America was a leader in the Latin American economies. In 1990, a new economic initiative was unveiled which opened Colombia's economy to cross-border trading. Now into the second-half of the nineties and heading into the twenty-first century, this research provides an overview and some answers to how Colombia is using data communication technology towards its global economic initiative. Research resources include interviews with four telecommunications professionals.
