Today's nonprofit organizations must compete in a complex environment comprised of economic, social, and political challenges. To remain competitive in this environment, an organization must employ sound management practices. An important component of this is a well formulated policy and procedure manual that articulates the organization's rules, regulations, guidelines, and organizational philosophy. This thesis demonstrates the value of a policy and procedure manual in daily organizational practices and in successful strategic planning implementation and uses the information to create a goal oriented manual for the Association of Performing Arts Presenters, a nonprofit arts organization in Washington, D.C.
