The depletion of the ozone layer is an ongoing global problem which could adversely affect the stratosphere above the earth, the climatic systems of earth and the health of plants and animals on earth. It is essential that an international agreement be reached that would protect the ozone layer from those chemicals thought to be responsible for its depletion. The Montreal Protocol is the only attempt by sovereign nations to achieve such an agreement. This research effort focuses on the events leading to the Montreal Protocol, the provisions of the Protocol, and the extent to which the agreement will protect the ozone layer.
