When the United Nations is looked upon as a deliberative body the question arises as to how well it has fulfilled the commitments of its Charter. The study and resultant analysis of the two territorial questions, Palestine and Indonesia, affords a partial answer to this question. The intent of this thesis is to analyze the solution of the Palestine question and to show why it was unacceptable to many members of the United Nations. In this analysis the speeches made in the General Assembly prior to the final vote on the majority partition question have been analyzed in some detail. The Indonesian question is analyzed and its resolution and acceptance by an overwhelming majority is studied to determine why.
