For a number of years close observers of the Congressional scene have watched with considerable interest the informal voting alignment of a coalition of Republicans and Southern Democrats in the House of Representatives. This coalition has appeared to function most effectively on certain types of legislation associated with the New Deal and later the Fair deal program of President Truman.
