The Proposed Amendments to the Constitution of the United States From 1889 to 1921
This monograph is intended to be a continuation of Professor Ames' monograph on "The Proposed Amendments to the Constitution of the United States during the First Century of its History." While the subject of this monograph is primarily an extension of the preceding study in this field, yet I have endeavored, within limits, to give it a certain unity. For this reason I have incorporated into every section touching a subject by Professor Ames a brief and succinct account of the amendments discussed by him on that subject. Thus, each topic is given a complete treatment. The amendments presented between 1889 and 1921 (down to the end of the Sixty-sixth Congress March 4, 1921) are fully treated, as they are the purpose and scope of this monograph.
