The Principle of the Equality of Men in the Movement for International Peace
The first part of this argument consists in inferring the inevitability of war from its constancy in history as observed till now. The conclusion would be correct, was it based on historical laws permitting us to forecast historical events; otherwise it is inconsistent with the logical axiom of sufficient reason. But the science of history has no such definite laws, and has even given up all hopes to reach in its realm the knowledge of exact laws comparable to those governing physical phenomena.The second part of the historical argument consists in the assertion that there is an inseparable causal connection between war and conflict of interests. War is regarded as an unavoidable effect of conflict of interests as its cause. And as conflicts of interests will always an se between States, hence it follows that war will be a constant phenomenon in human history.
