The Policy of President Grant with Santo Domingo
It is my purpose to chronicle the policy of President Grant with Santo Domingo in the period from 1869 to 1873. The introductory chapter attempts to give a brief history of the island showing the first American contact, and some of the economic and political conditions existing in the island prior to the Babcock mission in 1869. The second chapter deals with the Babcock Mission, the influences that led to the Mission, the object of the Mission, its culmination in the protocol, the return of Babcock, and the reception of the protocol by the President and the Cabinet. In the third chapter is to be found the conclusion of the treaty for annexation of the Dominican Republic with the United States, the instructions from the State Department for same, and the protection given by the United States navy to the Dominican Republic during the treaty negotiations. The fourth chapter brings the treaty before the Senate, and attempts to show its reception and rejection, and the procedure attending the discussion of the treaty.
