While the words "public relations" do not appear often in this paper, they are the reason for this study and the idea behind it. Public relations men and women flood the country -- indeed, the world, these days -- with news releases, photographs, films, house organs, embellished annual reports, and mail inserts to stockholders. But they shy away from institutional advertising -- particularly public service advertising.
