The Organization of American States: With Special Reference to Problems of Internal Administration

Since the Bogota Conference, problems of international administration have acquired great importance in the Organization of American States. Before the Ninth Conference, the Organization was merely a union in the sense of the old public unions which were very prominent at the end of the past century and beginnings of the present. Although the Conference of Mexico City (1945) and Rio de Janeiro (1947) paved the way for the reorganization of the Union, it was at Bogota that the whole inter-American system went through a complete change and a new organization appeared on the basis of a common constitution.
