This study is concerned with the operation of a governmental superstructure responsible for supervision and direction of a nation of over eighty million people and their duly chosen representatives. The problem, at first sight, seems formidable and perhaps unwieldy. For this very reason an analysis of the organization of General Headquarters, Supreme Commander for Allied Powers seems justified.Of all the books, periodicals and press reports that have dealt with different phases of the occupation, to say nothing of the spoken word on radio and podium, very few have covered adequately the organizational features.
