The North Korean Government, although it has not been recognized by the free world, fully exercised its sovereignty over the territory in its possession.Its more than ten years of experience in public administration, its control over eight million persons of a single ethnic group, and its increasing international contacts since the Korean War explain the value of and the need for a study of the regime.
