The Kashmir Dispute

One of the most vexing international controversies to be brought to the attention of the United Nations is the Kashmir dispute between newly independent India and Pakistan. Since 1948, when India submitted the dispute to the Security Council for consideration, negotiations between the two governments and through the United Nations have failed to solve the dispute although the obstacles blocking a settlement have been reduced.
