The purpose of this paper is an analysis of the INTERNATIONAL REFUGEE ORGANIZATION (I.R.O.) which began formal operations on July 1, 1947. In order to have a more complete understanding of the subject and the problems which it presented, the writer feels that the discussion should begin in the year 1945 at the end of World War II. At this time the refugee question, because of world conditions, was so serious that some solution had to be found and as a result of the demand the I.R.O was eventually formed.
