The rights and duties of man have been made either the tools of unscrupulous politicians or the playthings of the unintelligent, This is a serious condemnation of representative government as it now exists and it is so intended. Those who have not yet felt the effects of the situation hold it as a joke. Indeed, the popular past time is the discussion of the latest freak legislation.At least a partial answer to all is uniformity through cooperation, must find some way for a getting together to reduce this absurd divergency in the statute books. The National Conference of Commissioners on Uniform State Laws is doing its part for the substance of the law. There may be some reason for variation in the laws of the states, small though it may be, but who is there who will say there should not, or can not, be uniformity in the manner of presentation? Why can not the acts of the legislature be so arranged and indexed so as to at least permit a man a decent chance to find out what he is presumed to know?
