I. NATURE AND SCOPE OF THE STUDYThe problem. This dissertation is concerned with an exploration of certain problems arising from the use of the Executive order by the President of the United States. The specific problems to be explored involve relationships of the President with the legislative process as reflected in his use of Executive order as a form of Presidential participation in such process.
