The Enacting of Social Security for the Employees of Non-Profit Organizations by the Eighty-First Congress

The purpose of this paper is to investigate in some detail the process by which Social Security coverage of employees on nonprofit organizations was enacted into law (as part of the Social Security Amendments of 1950), and to compare and evaluate this specific case in relation to the general legislative process, as described by authoritative observers.
