I. INTRODUCTIONBeginning with World War II and during the nineteen forties and fifties, the problem of international communications has assumed increasing importance in the political life of many nations. The purposes of such communications have been manifold, the continuum ranging from political propaganda designed to persuade soldiers to desert their armies or citizens to revolt against their governments to non-partisan efforts designed to lessen international tensions and promote tolerance and good-will among men of widely differing cultural backgrounds.
