An intelligence service pioneer maintains that there is no such thing as "absolute peace." He writes:". . . The realists of international relations know well that no such thing as absolute peace exists. When the so-called shooting war is over, wars continue under the surface of a deceptive peace. They are continued by diplomatic, economic, and psychological means by both the victors and the vanquished, occasionally reaching peaks of tension and depth of baseness which shooting wars can hardly ever duplicate. . . . ".
