Under the Constitution of the United States the control of foreign relations is not placed exclusively in any one branch of the government, although its conduct is largely a prerogative of the President. In the exercise of his powers in this respect, it is often necessary that he have the support of the legislative branch of the government in order to fully meet our international obligations. The aim, therefore, of this study is to indicate the extent that the Senate and House of Representatives participate in our dealings with foreign powers.
