The more the Commonwealth sheds form and substance the more it becomes a brooding presence in the world more mystical than political. It has now power content yet it is come to represent what Woodrow Wilson would call a peace standard.This confused statement is a good representation of the reaction of the average educated person before the Commonwealth. Being unique it is difficult to judge or understand by comparison to any other standard; it may only be understood by a review of its history and its institutions and not by comparison with other world or regional organizations.
