The growing importance of economics in the solution of national agricultural problems and the ever expanding scope of activity in which the Federal Government of the United States engages are each of the contributing problems to the field of Public Administration, which have made this study seem timely and worthwhile. It has been undertaken because of the writer's personal interest in agriculture and because the study of an active Bureau of the Federal Government here in Washington offers unusual opportunities for observation - especially in those times when momentous questions of public policy are flung from newspaper headlines in almost every edition.
