This dissertation is an examination of the effect of budgeting upon the capability of the Department of War to accomplish its missions during the period 1922-1932. The paper is limited to this particular decade because it was a period of peace between the demobilization after World War I, and the beginning of the build-up before World War II. For this reason, the budget may be reviewed when it was not affected by the requirements of war.
