Negotiations of the Chief Executive cannot always be readily classified into existing categories of either international law, or constitutional law. This study presents an analysis of the not-readily-classified diplomatic negotiations of the Federal government. As the title indicates, the research for this study was undertaken on a single negotiation of the Chief Executive, and on the applications of the study to the premises of international law. The author feels that a presentation of an isolated example of the type of diplomatic negotiation with which the thesis is concerned, will better serve his purpose than a more general and comprehensive report.
