Staffing and training process of civil servants in South Korea
This paper was undertaken to deal with the current problem of human utilization in the South Korean Public Service. It is an apparent fact that nothing is more effective in overcoming social defects than human elements effectively mobilized in the fulfillment of public policy. Even if fair minded political leaders initiate some ambitious programs for the nation, their success is largely dependent upon the quality of the public officials who administer the policy. A competent personnel administration will be a primary step towards advancement of society as a whole. With this fact in mind, I have focused my analysis on the processes of staffing and training civil servants in South Korea, thus suggesting some possible improvements toward a reasonable merit system.
