Some legal and administrative aspects of intergovernmental relationships in education, with special reference to the state of Wyoming
The initial problem in studies of this kind is to discover just what the intergovernmental relationships are. This study proceeds from the point of view of the State of Wyoming. The subject matter selected from the horizontal scope is Education and the vertical components while including national aspects are primarily centered on the State and its local unite of Education. The first question to be asked, therefore, is: What are the intergovernmental relationships between the State of Wyoming and the National Government in the field of Education? The second question, also to be examined from the point of view of the State is: What are the intergovernmental relationships between the State and its localities in the field of Education? Armed with the information from these two analyses, another question logically presents itself. That question is: To what degree has the process of centralization in Education taken place? This is the basic problem of this thesis.
