Natural gas flows from the producer's well to the consumer's burner tip through a continuously connected system of pipelines and mains. As the gas moves into and through this system it is subjected to a variety of public controls imposed by producing states, the Federal Government, and consuming states. Among these controls are regulations directed at the price at which the natural gas is bought and sold.
