Reorganization of Personnel Administration, United States Post Office Department, 1952-1956
This work is based on three years of research by the writer who was in an excellent position to observe first hand the entire personnel function of the Postal Establishment within the limits of the periods covered by this manuscript. The writer came into the Postal Service as a personnel officer and was assigned to assist in the preparation of a personnel chapter for the Postal Manual. This assignment afforded excellent opportunity for inspection of all published matter by the Post Office Department regarding personnel. Also she had an opportunity to discuss at great length the personnel program as it was functioning at that time, 1953-54 with responsible officials in charge of the major personnel units. The writer was later placed in charge of the development and administration of the in-service examination program which is a program under the Employment and Placement Division, Bureau of Personnel.
