As a project area for urban redevelopment, Marshall Heights first attracted attention in 1943. The Engineer Commissioner wrote a letter to the National Capital Park and Planning Commission (now the National Capital Planning Commission) inquiring as to what the District Commissioners could do about Marshall Heights and Barry Farms. Particular interest was given to Marshall Heights because of pressure from the residents of teh area to have utilities installed and the streets improved.
