Recognition of New States and New Governments in International Law

As the title shows, this work is intended to be an study of the broad problem of recognition of new states and new governments in international law. It does not purport to be a full and complete treatise or to deal exhaustively with all the questions of the subject. Nevertheless, its main objective is to find a solution for this problem, in other words, to reconcile the extrict principle of non-intervention with the new collective procedure of recognition.
