The purpose of this study is to trace the evolution of the law and practice of naturalization as set forth in official pronouncements, particularly those of the various branches of the United States Government. The subject will be discussed in the following order: statutory provisions, the administrative attitude, treaty stipulations, and judicial decisions. We shall then be ready, in the concluding chapter, to see what inconsistencies and anomalies exist in the laws themselves, and in their administration and interpretation, and to make such suggestions as may, it is hoped, aid in solving the difficult problems outlined in a manner in keeping with American principles of democracy and fair play.
