Public Assistance: Effects of McFarland Amendments of 1946, 1948, and 1952 on Payments for State-Federal Programs in 10 States with Lowest Per Capita Incomes

This study will measure the effects of additional Federal funds, made available by three McFarland amendments (1946, 1948, and 1952), on payments in State administered public assistance programs in the 10 poorest States in the Nation. The problem is to determine if the States or the recipients benefited most from the extra Federal funds. This problem will be resolved by considering how much of the additional funds went to each of the following: (1) recipients already on the rolls, (2) new recipients, and (3) the State.
