Public Administration of Fisheries in Latin America and the Effect Thereon of International and United States Agencies

In considering the value and importance of fish in the diet, it first might be well to note a few general factors such as were pointed out by J.L. Kask in Some Aspects of World Fisheries, as follows:"Man depends entirely on living matter . . . for his food, and all life occurs either on land or in the water . . . . The oceans cover about 2 1/2 times as much of the earth as does land . . . . It has been calculated by experts that the marine environment provides about 300 times as much inhabitable space as do the terrestrial and fresh water biocycles together . . . ."Despite the ignorance which persists even today on the qualities of many species contained in the marine and freshwater biocycles, it is yet well-known that boundless and self-renewable fisheries resources exist in nearly every portion of these two areas.
