Proposed Modifications in Congressional Participation in the Budgetary Process, 1946-1950

It is the purpose of this thesis to investigate and evaluate the proposals which have been made since the close of World War II to change the facilities or procedures employed by the Congress of the United States in its consideration of the President's budget estimates and enactment of legislation appropriating funds for the support of the Federal Government.
