With the close of the World War of 1914-1918 an attempt was made to establish an international tribunal with competence in criminal matters for the trial and punishment of alleged violators of the laws and customs of war and of the lows of humanity. since that time, there have been a number of proposals for an international criminal court with jurisdiction over war-crimes and certain other international offences.
