This study of aspects and problems of the foreign policy of postwar Western Germany is the result of research which led from specific questions discussed in West German newspapers, monographs, books, and official Allied releases to the area of the newly established local governments, institutions, parties, and finally to the German Federal Government itself. As the work progressed, it became clear that postwar German policy could be explained only in terms of the policy pursued by the two political groupings headed by the United States and the Soviet Union.
