The Brannan Plan, offered for the consideration of the Congress in April 1949, has not yet become an element of federal agricultural price support policy. It is the most recent proposal of the Department of Agriculture of a price support method whereby the the income of the farmer may be improved in relation to his expenditures and to the income of non-farming groups in the economy. Such improvement, commonly referred to by the term describing its objective, parity, has been a goal of agricultural price support policy for the past two decades.
