Policy and Opinion on Germany in Congress, 1945-1950

The following paper is devoted to a study of policy and opinion in the United States Congress on the problem of Germany from 1945 through 1950. Such a study may be considered significant for two reasons; first as it shows the development of policy toward Germany through six eventful years, and second, as it demonstrates the rule of Congress in a particular aspect of United States foreign policy.
