This discourse in one of most modern experiments of International Law has been written, not only as a compliance with a scholastic requirement, but with a view to putting it in practical application to the Philippines and other smaller countries whose destiny is closely identified with the cause of peace. Weaker nationalities can render no better service to humanity than promote the triumph of that cause which great nations have of late failed to faithfully serve as evidenced by many a shocking tragedy in human history. Peace is intolerant of enmity; it demands brotherhood.
