Management of Social Science Research in the Federal Government: With Special Reference to the Division of Statistical and Historical Research, U.S. Department of Agriculture

Social science research is a unique enterprise. It demands certain rare and precious personal qualities such as integrity and perseverance; it seems to defy attempts to specify such elementary managerial determinations as definition of objectives, measurement of progress and assessment of results. It is unique in that many of the persons intimately involved are of a nature disinclined to concern themselves with management considerations.
