Local arts agencies: Professional development in Kentucky
There are between 2000-3000 local arts agencies in the United States. A majority of them are operated solely by volunteers. In Kentucky, seven of the seventy-two local arts agencies operate with a salaried staff. There is, however, an identifiable movement of local arts agencies seeking "professionalism.". This thesis explores the methods that have contributed to the professional development of the seven staffed local arts agencies in Kentucky. Interviews with past and present directors, volunteers, and Board members are included, as well as state and federal officials within various arts and arts service organizations. The major contributing factors in the development of local arts agencies in Kentucky include: a community demand for arts support; key individuals who are willing to spend time and money on the developing organization; and a facility. Ultimately, a salaried staff emits a professional image within the community and contributes to a vital arts community.
