The "sanctions" considered in this study are those actions taken under obligations arising from the Covenant of the League of Nations, or the Charter of the United Nations, by which the Latin American nations in concert with other states have sought to deal with breaches of the peace. In the majority of instances the sanctions have not been imposed in strict accordance with the procedure originally planned for their execution, and in almost all cases there have been charges of illegality, on the part of either of the state incurring the penalty, of other states wishing to be free of the obligation to enforce it, or both.
