The purpose of this study is to give a history of the events, episodes, and issues in the work of John Watson Foster as diplomatic representative of the United States in Mexico from 1873 to 1880. No study of John Watson Foster and United States-Mexican relations has been written. The subject merits study because of the increasing importance of Mexico to the United States during the period in which Foster was Minister.
