International relations between modern States have become so complicated, that it is necessary, in order to avoid expensive controversies, to include their mutual obligations in the express terms of international treaties. These international treaties or conventions may be defined as agreements or contracts between two or more States, usually negotiated for the purpose of creating, modifying, or extinguishing mutual rights and reciprocal obligations. For their validity it is essential that the contracting parties have power over the subject matter, that consent be reciprocally and regularly given and that the object of the treaty be possible and lawful under the accepted principles of international law. They are merely evidence of international agreements but in some cases constitute a codification of existing usage and may become a source of international law. They are, however, always compulsory upon the signatory States and form a rule for the parties. The treaty regime between Czechoslovakia and Germany is a good example of such a rapidly growing network of international treaties between two independent States. It shows how cooperation of mankind en miniature works in practice, how legal bases for different interests are worked out, and at the same time it is a dynamic illustration of the application of the principles of supra-national law. In order to attack seriously its important factors, one should include the study of treaties and treaty systems of modern States. It is the purpose of this thesis to investigate what the treaty relations between Czechoslovakia and Germany are and by a brief analysis of some fact concerning international law, or international relations, respectively, to make a slight contribution to the work on such an immensely important subject as international treaties.
